Request for Urgent Veterinary Assessment of Fu Bao’s Significant Hair Loss

Dear Sir or Madam,
I am writing to express my serious concern regarding the health of Fubao, the giant panda currently living at the Shenshuping Base of the China Conservation and Research Center for the Giant Panda (CCRCGP). Fubao was returned from South Korea to China in April 2024, and I have continued to closely follow her health and living conditions since her return.
According to recently released photographs and videos, Fubao is experiencing significant hair loss on her left leg and abdomen. In particular, the hair on part of her left leg has become noticeably sparse, to the extent that her skin is visible.

Based solely on the photographs and videos currently available, it is difficult to determine whether this is normal seasonal shedding, localized hair loss, a skin or follicular disorder, or another underlying health issue. Therefore, rather than relying on speculation based on visual materials, a professional veterinary examination and assessment should be conducted first.
The reason this matter warrants particular attention is that Fubao has experienced recurring abnormalities involving her hair and skin every year for the past three years, with the pattern and affected areas changing over time.
In the spring and summer of 2024, noticeable discoloration and changes in the hair over a relatively large area on the back of Fubao’s neck were observed. It took approximately one year for the affected area to return to its normal condition.

In the summer of 2025, Fubao developed distinct localized hair loss on her left leg. The keepers and the facility were aware of the issue, and medication was administered. Prolonged contact with ice provided to help cool her down was reportedly mentioned as one of the possible contributing factors.

In 2026, significant hair loss has once again appeared, primarily affecting her left leg and abdomen.
Although the individual episodes may have had different causes, when abnormalities involving the hair and skin recur in the same animal over three consecutive years, it is important to consider the overall progression rather than treating each episode solely as an isolated incident. A professional veterinary assessment is therefore warranted to determine whether these changes represent a normal physiological process or may indicate an underlying health issue.
There is also another important aspect of Fubao’s medical history that should not be overlooked.
On December 3, 2024, Fubao exhibited seizure-like symptoms involving her limbs. She was subsequently kept out of public view for more than 100 days, during which she underwent examinations and treatment and received care for her recovery, until she was presented to the public again on March 25, 2025.
I am not suggesting that her current hair loss is directly related to those earlier neurological symptoms. However, given that she previously required an extended period of treatment and observation, I believe that even noticeable physical changes should be subject to careful professional monitoring. Her previous health issues should be considered alongside her current condition, and any factors that could affect her future health should also be assessed.
At the same time, this issue may warrant consideration beyond Fubao as an individual animal. Another giant panda living at the same Shenshuping Base, a male named Youyou (酉酉, born July 30, 2017), has also been observed with severe hair loss. In photographs from June 9, 2026, Youyou already appeared to have almost no hair remaining below the waist, and the pattern of hair loss on his legs appears visually similar in some respects to what is currently being observed in Fubao.

The cause of Youyou’s hair loss cannot be determined from outside the facility. However, given the similarities in the pattern of hair loss on the legs of the two animals, there is serious concern that Fubao’s condition could likewise progress to a severe level.
The Shenshuping Base houses dozens of giant pandas, making it practically difficult for people outside the facility to continuously monitor the health of every individual animal. It therefore cannot be ruled out that other pandas besides Fubao and Youyou may also be experiencing hair or skin abnormalities. This raises a broader animal-welfare concern regarding not only individual animals but also the overall husbandry environment and health-management practices at the facility.
I respect the principle of minimizing unnecessary human intervention in order to preserve the natural behaviors and characteristics of giant pandas. However, when a captive animal displays noticeable physical changes, the principle of minimizing unnecessary intervention should be clearly distinguished from providing necessary veterinary care. Restricting medically necessary examinations or treatment would not be consistent with appropriate animal-welfare standards.
On June 5, 2026, the China Conservation and Research Center for the Giant Panda stated through Sichuan Daily that dedicated veterinary teams had been established at five bases to provide routine medical monitoring of giant pandas. In light of this, I respectfully ask your organization to verify the following matters and to contact the relevant authorities or facility regarding them.
1. Whether Fubao is receiving regular health monitoring by qualified veterinary professionals, and whether a system is in place to provide prompt diagnostic examinations and treatment when signs of illness or other health concerns are identified.
2. Whether veterinary examinations and a professional assessment have been conducted regarding the hair loss currently observed on Fubao’s left leg and abdomen.
3. Whether additional examinations are considered necessary to assess her skin and hair follicles, as well as her overall health, including possible nutritional imbalance, immune-related factors, and stress.
4. Whether her health history over the past three years, including previous skin and hair abnormalities and the seizure-like symptoms observed in 2024, is being comprehensively considered when evaluating and managing her current condition.
5. Whether environmental factors such as heat, humidity, hygiene, and stress may be contributing to her current hair condition.
6. If abnormalities have been identified through examination, whether appropriate treatment based on the identified cause and continued follow-up care are being provided.
I am not seeking special treatment for Fubao, nor am I attempting to assert any particular disease without professional evidence. Nor am I seeking to condemn the facility or its staff or to conclude that there has been inadequate care based solely on publicly available photographs.
Rather, my request is simply that the cause of these visible changes be properly investigated through appropriate professional veterinary examinations, because their exact nature cannot be determined from photographs alone.
Fubao is a giant panda living under human care and management. When visible physical abnormalities have recurred over several years and significant hair loss has appeared again, determining the underlying cause through appropriate professional assessment should be regarded as a basic matter of animal welfare.
I therefore respectfully ask your organization to review this matter and determine whether an independent veterinary assessment is warranted. I also ask that, where possible, you communicate the need for appropriate examinations and veterinary care to the relevant authorities in China and/or the facility concerned.
If required, I can provide photographs and video materials documenting the changes observed in Fubao’s hair and skin over the past three years.
I sincerely hope that your organization will take an active interest in this matter and pursue any appropriate follow-up actions necessary to protect the health and welfare of Fubao and other giant pandas.
